Locally Preferred Alternative Implementation Strategy
The following is
a proposed strategy to select a Locally Preferred Alternative (LPA)
for the Galveston Mobility Corridor Alternatives Analysis (AA).
Local and federal funding is not currently available for the large
capital improvements that would be needed to implement bus rapid
transit (BRT) in either the Gulf Freeway or SH 3, or for commuter
rail (CRT) in the GH&H railroad right-of-way. This proposal allows
for CRT to be the ultimate LPA in the long-term, but recommends the
Transportation System Management (TSM) alternative as the first part
of a phased implementation strategy for short- and mid-term
improvements that contribute toward the implementation of CRT in the
corridor in the long-term.

Time to Choose Your Preferred Transit Alternative
The
Galveston-Houston Mobility Corridor Alternative Analysis (AA) has
made significant progress. Analysis of the cost-benefit of each of
the GAL-HOU Corridor transit alternatives, Bus Rapid Transit,
Express Bus, Commuter Rail, is complete; to the point that a
selection of the best performing alternative is at hand. We now
know capital and operating costs, ridership, travel time savings,
evacuation benefit and environmental impacts of each alternative.
A series of meetings and open houses are being held to receive
public and agency input as to the locally preferred Alternative.
Open Houses are set for January 12, 13 and 14 throughout the
corridor.

Regional Decision-Making Process and Study Sponsors
The
AA analyzes the potential transit
mobility solutions in the Galveston-Houston mobility corridor, the
primary corridor connecting Houston and Galveston and the 11 cities
along the corridor. The AA is part of the federal planning process
to study potential transit mobility solutions in the
Galveston-Houston Mobility Corridor. As such it is an important
local step in the pursuit of federal funding to address growing
traffic congestion on IH-45 and SH3. The sponsors of this transit
mobility study are the City of Galveston, Galveston County, and the
Federal Transit Administration. The study is being coordinated with
Harris County, the Texas Department of Transportation (TxDOT),
METRO, the Gulf Coast Freight Rail District and the 11 cities in
between Galveston and Houston. Four alternatives are proposed to be
evaluated, ranked, and tested to arrive at a local consensus of a
suitable Locally Preferred Alternative (LPA). These include
No-Build, Express Bus, Bus Rapid Transit and Commuter Rail
